《公路交通安全设施施工技术规范》解读
  

近日(ri),交通(tong)运输部发布(bu)了《公(gong)(gong)路交通(tong)安(an)全设施施工(gong)(gong)技术规范(fan)》(JTG/T 3671—2021,简称《规范(fan)》),作为公(gong)(gong)路工(gong)(gong)程行业推荐性标准(zhun),自2021年7月1日(ri)起施行,原《公(gong)(gong)路交通(tong)安(an)全设施施工(gong)(gong)技术规范(fan)》(JTG F71—2006,简称原《规范(fan)》)同时废止。为便于理解本次修(xiu)订(ding)的(de)主要内(nei)容,切(qie)实做(zuo)好(hao)贯彻(che)实施工(gong)(gong)作,现将有关(guan)修(xiu)订(ding)情况(kuang)解读如(ru)下:

一、修订背景

公(gong)路(lu)(lu)交通(tong)(tong)(tong)安全(quan)设(she)(she)施是公(gong)路(lu)(lu)工程的(de)重要组成部(bu)分,对(dui)保障公(gong)路(lu)(lu)交通(tong)(tong)(tong)安全(quan)、提高公(gong)路(lu)(lu)运营效(xiao)率、促进路(lu)(lu)网互联互通(tong)(tong)(tong)非常重要。公(gong)路(lu)(lu)交通(tong)(tong)(tong)安全(quan)设(she)(she)施的(de)材料、施工过程及质(zhi)量(liang)(liang)控制直(zhi)接影响到交通(tong)(tong)(tong)安全(quan)设(she)(she)施的(de)施工质(zhi)量(liang)(liang)和功能发挥(hui)。原《规范》自(zi)2006年9月(yue)施行以(yi)来(lai),对(dui)我国公(gong)路(lu)(lu)交通(tong)(tong)(tong)安全(quan)设(she)(she)施的(de)施工起到了重要的(de)指导作用。

随着(zhe)我国公(gong)路(lu)里程、路(lu)网(wang)密度和机动车保有量(liang)的(de)增加,为满足人民群众(zhong)日益增长的(de)美(mei)好出行需求(qiu),提(ti)升公(gong)路(lu)交(jiao)通(tong)(tong)安全(quan)水平,推动公(gong)路(lu)高质量(liang)发(fa)展(zhan),建设(she)(she)交(jiao)通(tong)(tong)强国,交(jiao)通(tong)(tong)运输部(bu)在2017年(nian)发(fa)布新版《公(gong)路(lu)交(jiao)通(tong)(tong)安全(quan)设(she)(she)施设(she)(she)计规范(fan)》(JTG D81—2017)基(ji)础上,同步(bu)修订原《规范(fan)》,对施工组织和管(guan)理(li)、施工过程控制(zhi)、材料(liao)利旧、新型交(jiao)通(tong)(tong)安全(quan)设(she)(she)施应用等方(fang)面进一步(bu)提(ti)升和完善。

二(er)、《规范》定位和特点(dian)

《规范》属于《公(gong)路工(gong)程标准(zhun)体系》(JTG 1001—2017)中“公(gong)路建设(she)板块(kuai)”中的“施工(gong)”模块(kuai),为行(xing)业推荐(jian)性标准(zhun)。

《规范》在吸收国内外(wai)科研成(cheng)果(guo)、施(shi)(shi)工(gong)经验,借鉴国内外(wai)相关(guan)标准的(de)基础上,突出施(shi)(shi)工(gong)程(cheng)序和过(guo)程(cheng)控制,以问题为(wei)导向,统筹技(ji)术的(de)成(cheng)熟性(xing)、先进性(xing),将(jiang)质量关(guan)口前(qian)移(yi),规定(ding)了交(jiao)通安全设(she)施(shi)(shi)施(shi)(shi)工(gong)过(guo)程(cheng)中(zhong)应遵守的(de)准则、技(ji)术要求以及施(shi)(shi)工(gong)关(guan)键工(gong)序的(de)控制,体现在:

(一)提出了(le)施工(gong)工(gong)艺(yi)要求和流程、质量过程控制措施,为精细化(hua)施工(gong)创造条件。

在充分(fen)调研的(de)(de)(de)基础上,结合国内主(zhu)流施(shi)工(gong)企业(ye)的(de)(de)(de)技(ji)术(shu)水(shui)平、生产(chan)装备和人员队伍等条件,科学确(que)定各类交通(tong)安全设施(shi)施(shi)工(gong)的(de)(de)(de)工(gong)序(xu)、关键施(shi)工(gong)技(ji)术(shu)、质量过程(cheng)控制指标等内容。对(dui)施(shi)工(gong)中的(de)(de)(de)常见问(wen)题提出了具体改(gai)进(jin)(jin)措施(shi),如(ru)对(dui)工(gong)程(cheng)产(chan)品和原材料提出进(jin)(jin)场检(jian)验要求,规(gui)定检(jian)验项目及抽样频率(lv);对(dui)施(shi)工(gong)单位提出加强质量过程(cheng)控制要求,按规(gui)定进(jin)(jin)行(xing)工(gong)序(xu)检(jian)查并做(zuo)好记录,确(que)保满足规(gui)定值或允(yun)许偏差等。

(二)用(yong)设(she)计文件技术要求对(dui)施(shi)工进(jin)行规定。

针(zhen)对(dui)公路(lu)的(de)(de)(de)不(bu)同技术条件和(he)环境特征,提(ti)出要根据设计文(wen)件进行精细化施工(gong)的(de)(de)(de)要求,如需要检查(cha)护(hu)栏所在(zai)位置的(de)(de)(de)土基压实度,合理(li)(li)确定(ding)立柱施工(gong)方法;做好(hao)(hao)路(lu)基护(hu)栏与桥梁护(hu)栏的(de)(de)(de)过渡处理(li)(li)、护(hu)栏起始端(duan)(duan)端(duan)(duan)部(bu)(bu)、隧(sui)道洞口、桥梁端(duan)(duan)部(bu)(bu)等部(bu)(bu)位的(de)(de)(de)安全(quan)处理(li)(li)等,以针(zhen)对(dui)性解(jie)决(jue)这些对(dui)交通(tong)安全(quan)影响较大但易受到忽(hu)视的(de)(de)(de)问题。上述路(lu)基与桥梁护(hu)栏过渡处理(li)(li)、隧(sui)道洞口和(he)桥梁端(duan)(duan)部(bu)(bu)的(de)(de)(de)安全(quan)处理(li)(li),在(zai)2018年1月1日后建成通(tong)车的(de)(de)(de)高速公路(lu)和(he)其他公路(lu)上实施效果良(liang)好(hao)(hao)。

(三)大力推动施工(gong)标准化、工(gong)厂化、装配化,提高交通安全设施施工(gong)质量和规模化生产水(shui)平。

与公路土(tu)建(jian)工(gong)程(cheng)相比,长(zhang)期以(yi)(yi)来交(jiao)通(tong)安(an)全(quan)设(she)施(shi)(shi)的(de)(de)(de)施(shi)(shi)工(gong)存(cun)在(zai)规(gui)(gui)(gui)模偏小(xiao)、技(ji)术门槛较(jiao)低、专业化程(cheng)度不高、质量(liang)(liang)保(bao)障(zhang)有缺(que)陷等问题,使(shi)得(de)公路交(jiao)通(tong)安(an)全(quan)设(she)施(shi)(shi)的(de)(de)(de)主动引(yin)导(dao)和(he)被动防护(hu)(hu)功能(neng)难以(yi)(yi)充分(fen)发挥(hui)。在(zai)本次修订过(guo)程(cheng)中,编写组借鉴了福建(jian)、湖南等省的(de)(de)(de)实践经验及其编制的(de)(de)(de)相关文件,通(tong)过(guo)标准化的(de)(de)(de)条(tiao)款规(gui)(gui)(gui)定进一(yi)步提升工(gong)程(cheng)质量(liang)(liang);通(tong)过(guo)推(tui)进工(gong)厂化、装(zhuang)配(pei)化进一(yi)步提高施(shi)(shi)工(gong)质量(liang)(liang)和(he)效(xiao)(xiao)率(lv),以(yi)(yi)培育和(he)打造一(yi)批具有规(gui)(gui)(gui)模化、专业化和(he)技(ji)术能(neng)力(li)强的(de)(de)(de)交(jiao)通(tong)安(an)全(quan)设(she)施(shi)(shi)施(shi)(shi)工(gong)企业为目标。国(guo)内福建(jian)、广(guang)东、广(guang)西等省(区)多(duo)年前已开始研究(jiu)和(he)推(tui)广(guang)使(shi)用了工(gong)厂化预制混(hun)凝土(tu)护(hu)(hu)栏的(de)(de)(de)施(shi)(shi)工(gong)工(gong)艺,有效(xiao)(xiao)保(bao)证了混(hun)凝土(tu)护(hu)(hu)栏的(de)(de)(de)施(shi)(shi)工(gong)质量(liang)(liang)。

(四)提出了改扩建(jian)公(gong)路交通安全设施施工(gong)的材料利(li)用、施工(gong)工(gong)艺(yi)和方法,体现(xian)绿色公(gong)路建(jian)设理念。

随着公路尤其是高(gao)速(su)公路改扩建工(gong)(gong)(gong)程(cheng)越来(lai)越多,原(yuan)有交通(tong)安全(quan)设施(shi)的(de)(de)再利用(yong)问题日(ri)益受到关注。通(tong)过(guo)借鉴交通(tong)运输部科(ke)技项目研究成果和工(gong)(gong)(gong)程(cheng)实践(jian)经验,本次修订将《规范(fan)》的(de)(de)适用(yong)范(fan)围增加到改扩建的(de)(de)各(ge)等级公路,并对改扩建工(gong)(gong)(gong)程(cheng)各(ge)类交通(tong)安全(quan)设施(shi)的(de)(de)材料(liao)再利用(yong)、施(shi)工(gong)(gong)(gong)工(gong)(gong)(gong)艺(yi)和方法(fa)进行了具(ju)体规定。相(xiang)关施(shi)工(gong)(gong)(gong)工(gong)(gong)(gong)艺(yi)已在部开展(zhan)的(de)(de)相(xiang)关专项行动中应(ying)用(yong)实践(jian)。

(五)规定(ding)了新技术(shu)、新材料、新工(gong)艺、新产品的(de)使用(yong)原则,促进交通安全(quan)设(she)施施工(gong)的(de)提质增效。

为(wei)提(ti)(ti)高(gao)(gao)公路(lu)交(jiao)(jiao)通安全设(she)施(shi)(shi)(shi)(shi)(shi)施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)效(xiao)(xiao)率(lv)、有效(xiao)(xiao)提(ti)(ti)升工(gong)(gong)(gong)(gong)(gong)程(cheng)质(zhi)(zhi)量(liang),《规(gui)(gui)范》规(gui)(gui)定“在确保(bao)施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)周期和(he)工(gong)(gong)(gong)(gong)(gong)程(cheng)质(zhi)(zhi)量(liang)的条件下,应积极(ji)推广使(shi)(shi)用(yong)成熟(shu)(shu)可靠(kao)的新(xin)技术、新(xin)工(gong)(gong)(gong)(gong)(gong)艺、新(xin)材料和(he)新(xin)设(she)备(bei)。”以混凝(ning)土(tu)护栏(lan)滑模(mo)施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)技术为(wei)例(li),该(gai)技术可以通长连续施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong),不(bu)仅很好(hao)(hao)地实现了外(wai)形规(gui)(gui)则(ze)美观、高(gao)(gao)度整(zheng)齐划一,并且较好(hao)(hao)地解(jie)决了施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)接头与断(duan)缝切缝等(deng)薄(bo)弱(ruo)环节的技术难题。该(gai)技术在国(guo)外(wai)发展比(bi)较成熟(shu)(shu),并不(bu)断(duan)进行(xing)创新(xin),如欧洲混凝(ning)土(tu)护栏(lan)施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)时,护栏(lan)配筋已由钢筋修改(gai)为(wei)4~6根镀(du)锌钢绞线;使(shi)(shi)用(yong)更(geng)为(wei)耐久的高(gao)(gao)性能混凝(ning)土(tu),使(shi)(shi)护栏(lan)具备(bei)更(geng)长的使(shi)(shi)用(yong)寿命(ming)等(deng)。国(guo)内一些省份也(ye)使(shi)(shi)用(yong)过滑模(mo)施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)艺,但总体效(xiao)(xiao)果并不(bu)理想,主要原因在于施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)艺和(he)质(zhi)(zhi)量(liang)控制方面存在问(wen)题,本(ben)次(ci)修订对此(ci)进行(xing)了细(xi)化和(he)完(wan)善(shan)。此(ci)外(wai),交(jiao)(jiao)通标(biao)志反光膜(mo)的加工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)艺、新(xin)型中央分隔带(dai)开口护栏(lan)和(he)缓冲(chong)设(she)施(shi)(shi)(shi)(shi)(shi)等(deng)新(xin)工(gong)(gong)(gong)(gong)(gong)艺和(he)新(xin)产品也(ye)进一步(bu)提(ti)(ti)升了交(jiao)(jiao)通安全设(she)施(shi)(shi)(shi)(shi)(shi)的施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)质(zhi)(zhi)量(liang),提(ti)(ti)高(gao)(gao)了施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)(gong)效(xiao)(xiao)率(lv)和(he)公路(lu)的交(jiao)(jiao)通安全保(bao)障水(shui)平。

(六(liu))完善了(le)施工期(qi)间的交通(tong)(tong)组织(zhi)和安全(quan)保障技术,提升施工区的通(tong)(tong)行安全(quan)。

依托科(ke)研成果(guo),分别按照新建(jian)公路(lu)(lu)和改(gai)扩建(jian)公路(lu)(lu)交(jiao)(jiao)通(tong)安(an)全设施(shi)施(shi)工的(de)(de)(de)特点,提出施(shi)工期间的(de)(de)(de)交(jiao)(jiao)通(tong)组织和安(an)全保障措施(shi)的(de)(de)(de)规(gui)定,改(gai)扩建(jian)公路(lu)(lu)项目还需要考虑保证正常交(jiao)(jiao)通(tong)通(tong)行的(de)(de)(de)条件。

三、《规(gui)范》主要修(xiu)订内容(rong)

《规范》对交(jiao)(jiao)通安全(quan)设施(shi)施(shi)工(gong)过程中应遵守(shou)的准则、技术要求以及(ji)施(shi)工(gong)关(guan)键工(gong)序的控制(zhi)内容进行了(le)规定,由总则、施(shi)工(gong)准备与施(shi)工(gong)组织(zhi)、交(jiao)(jiao)通标(biao)志、交(jiao)(jiao)通标(biao)线、护栏和栏杆、视线诱导设施(shi)、隔离栅(zha)、防(fang)落(luo)网(wang)、防(fang)眩设施(shi)、避险车(che)道、其他交(jiao)(jiao)通安全(quan)设施(shi)、工(gong)程交(jiao)(jiao)工(gong)等12章,以及(ji)1个(ge)附录组成。主要修订(ding)内容包括:

(一)增加改扩建(jian)公(gong)路(lu)交通安全(quan)设施(shi)的施(shi)工规定。

对(dui)改扩建工程材料使用提出了要求。

(二)强化施(shi)工(gong)(gong)准备的内容和施(shi)工(gong)(gong)组织(zhi)的要求(qiu)。

明确了各(ge)类(lei)交通安全设施(shi)的(de)施(shi)工(gong)(gong)前提条件(jian)和(he)施(shi)工(gong)(gong)工(gong)(gong)序;提出了出现问题(ti)的(de)处理(li)办法(fa);规定了施(shi)工(gong)(gong)组(zu)织设计的(de)内(nei)容和(he)方法(fa)。

(三)加(jia)强从源头开始保证施(shi)工(gong)质量的措施(shi)。

提出了施工所用产品和原材料(liao)进场时(shi)进行(xing)质(zhi)量检测和试验的规定。

(四)提出施工质(zhi)量(liang)过程控制的要(yao)求。

各类(lei)交通安全设(she)施(shi)的施(shi)工“验收”一节调整(zheng)为“质(zhi)(zhi)量过程(cheng)控(kong)制(zhi)”,规(gui)定施(shi)工单位应加强质(zhi)(zhi)量过程(cheng)控(kong)制(zhi),提出(chu)了施(shi)工质(zhi)(zhi)量过程(cheng)控(kong)制(zhi)指标。

(五)完善保(bao)障交通(tong)标志质量耐(nai)久性的施工要(yao)求。

“交通标志”一章规(gui)(gui)定(ding)(ding)了(le)施工准备的(de)(de)内容;细化(hua)了(le)防腐规(gui)(gui)定(ding)(ding)要(yao)(yao)求;提出(chu)了(le)各(ge)施工工序(xu)质量(liang)控制(zhi)(zhi)的(de)(de)要(yao)(yao)求,如基坑(keng)开(kai)挖(wa)、地基承载力(li)检测和基底处理、模板安(an)装和拆除的(de)(de)要(yao)(yao)求等;规(gui)(gui)定(ding)(ding)了(le)质量(liang)过程控制(zhi)(zhi)的(de)(de)具(ju)体(ti)技术指标,如标志安(an)装后宜检查所有标志夜间视认(ren)性;根据需要(yao)(yao),在开(kai)放交通后,可结合交通标志反光膜(mo)设计使用(yong)年限(xian),每隔半年或定(ding)(ding)期对其逆(ni)反射系数进行(xing)1次跟踪检测。

(六)细化保障交通标线(xian)质量耐久性的具体(ti)措施。

“交(jiao)通(tong)(tong)标(biao)(biao)(biao)(biao)线”一章规(gui)(gui)(gui)定(ding)(ding)了交(jiao)通(tong)(tong)标(biao)(biao)(biao)(biao)线施(shi)(shi)工的前提条件(jian);提出(chu)了交(jiao)通(tong)(tong)标(biao)(biao)(biao)(biao)线正式施(shi)(shi)工前应在(zai)试验路段进(jin)行(xing)试划(hua)(hua)的规(gui)(gui)(gui)定(ding)(ding);针对不(bu)同(tong)类型(xing)的涂料标(biao)(biao)(biao)(biao)线,分别规(gui)(gui)(gui)定(ding)(ding)了施(shi)(shi)工工序和(he)要求;为保障施(shi)(shi)工质(zhi)量(liang),提出(chu)了交(jiao)通(tong)(tong)标(biao)(biao)(biao)(biao)线施(shi)(shi)划(hua)(hua)过(guo)(guo)程中进(jin)行(xing)跟踪(zong)检测(ce)的规(gui)(gui)(gui)定(ding)(ding);除施(shi)(shi)划(hua)(hua)过(guo)(guo)程控制交(jiao)通(tong)(tong)标(biao)(biao)(biao)(biao)线质(zhi)量(liang)外,还规(gui)(gui)(gui)定(ding)(ding)在(zai)开放交(jiao)通(tong)(tong)后,可结合其(qi)设计使(shi)用(yong)年限,对在(zai)用(yong)交(jiao)通(tong)(tong)标(biao)(biao)(biao)(biao)线每(mei)隔半年或定(ding)(ding)期进(jin)行(xing)1次厚度、光度性(xing)能跟踪(zong)检测(ce)等。

(七)充(chong)实护栏施工工艺(yi)和质量(liang)保障措施。

将(jiang)“护(hu)(hu)栏”一(yi)章调整为“护(hu)(hu)栏和栏杆”,增加了(le)桥(qiao)梁(liang)路(lu)段设(she)置(zhi)栏杆的(de)施(shi)(shi)(shi)工(gong)(gong)工(gong)(gong)序(xu)和质量(liang)过程(cheng)控制指标;提出了(le)各(ge)类护(hu)(hu)栏施(shi)(shi)(shi)工(gong)(gong)的(de)前提条件(jian),以及(ji)缆(lan)索护(hu)(hu)栏、波(bo)形梁(liang)护(hu)(hu)栏路(lu)基土压实度(du)和混凝(ning)土护(hu)(hu)栏地基承载力的(de)检测方法(fa)(fa)和检测频(pin)率;规(gui)定了(le)缆(lan)索护(hu)(hu)栏和波(bo)形梁(liang)护(hu)(hu)栏立柱各(ge)种施(shi)(shi)(shi)工(gong)(gong)方法(fa)(fa)的(de)使用条件(jian)和施(shi)(shi)(shi)工(gong)(gong)工(gong)(gong)艺;细化了(le)采用滑(hua)模施(shi)(shi)(shi)工(gong)(gong)法(fa)(fa)现场浇筑混凝(ning)土护(hu)(hu)栏的(de)工(gong)(gong)序(xu)、方法(fa)(fa)和质量(liang)过程(cheng)控制指标;规(gui)定了(le)中(zhong)央分(fen)隔带开口护(hu)(hu)栏和缓冲设(she)施(shi)(shi)(shi)的(de)施(shi)(shi)(shi)工(gong)(gong)工(gong)(gong)序(xu)和方法(fa)(fa)。

(八(ba))加大视线诱导(dao)设(she)施(shi)的应用(yong)范围。

将(jiang)原(yuan)“轮(lun)廓标”一(yi)章调整为“视线诱(you)导设施(shi)(shi)”,适当(dang)扩(kuo)大了涵盖(gai)范围,规(gui)定了轮(lun)廓标、隧道轮(lun)廓带、示警(jing)桩、示警(jing)墩(dun)、道口标柱等(deng)视线诱(you)导设施(shi)(shi)的(de)施(shi)(shi)工工序(xu)和方法。

(九)扩充防落网的种类。

防落网的范围扩(kuo)大到防落物网和防落石网两类。规定了(le)防落物网、防落石网的施工(gong)工(gong)序(xu)和方法;提(ti)出了(le)质量(liang)过程控制(zhi)的具体技术(shu)指(zhi)标。

(十)新(xin)增部分(fen)交(jiao)通(tong)安全设施的施工(gong)要求。

新增“缓冲设施(shi)”“避(bi)险车道”和“其(qi)他(ta)交通安全(quan)设施(shi)(包(bao)括防(fang)风栅(zha)、防(fang)雪栅(zha)、积雪标(biao)杆、限(xian)高架、减(jian)速(su)丘和凸面镜等(deng))”章节。规定(ding)了材料要(yao)求(qiu)、施(shi)工工序(xu)和方(fang)法以及质量过程控制的具体技术指标(biao)。

(十一(yi))新增(zeng)“工程交(jiao)工”一(yi)章。

规定了交(jiao)通安全设施施工单位交(jiao)工验收(shou)前应做(zuo)的各项准备工作。

(十二)新增“施工所用(yong)产品和原材料检验要求”附录。

规定了公路交通安全设施施工所用产品和原材料进场检验的基本要求(qiu)、检验项目及(ji)抽样频率。

四、实施注意事项(xiang)

本《规范》为(wei)修订规范,考虑到(dao)公路交通(tong)安全设施的施工(gong)质量对保障其功能发(fa)挥的重要作用,在《规范》颁布实施后,需要注意以下事项:

(一)高度重(zhong)视工程产品和原材料的(de)质量。

从源(yuan)头(tou)抓(zhua)起,严把质量关,按(an)照《规(gui)范》规(gui)定进行抽样(yang)检(jian)验。当检(jian)查指(zhi)标(biao)中有不合格(ge)(ge)项时(shi),应加大(da)检(jian)验频率(lv),复验仍不合格(ge)(ge)时(shi),应严格(ge)(ge)按(an)照不合格(ge)(ge)的产(chan)品和原材料处(chu)理。

(二(er))持续加(jia)强施工(gong)专业(ye)化管理。

(三)进一步推广先进的施工(gong)工(gong)艺(yi)。

近年来,交通安(an)全设施(shi)施(shi)工(gong)(gong)有很多先(xian)进(jin)的施(shi)工(gong)(gong)工(gong)(gong)艺,可确保施(shi)工(gong)(gong)质量(liang),但由于费(fei)用相对(dui)较高(gao),故(gu)推广难度较大,建议采取一定(ding)措施(shi),有效(xiao)推广先(xian)进(jin)施(shi)工(gong)(gong)工(gong)(gong)艺,淘(tao)汰落后施(shi)工(gong)(gong)工(gong)(gong)艺,保障施(shi)工(gong)(gong)质量(liang)。

(五)精心组织《规范》的宣贯培训。

各省(区、市)交通(tong)运输主管部门、建设单位(wei)、施工单位(wei)等要结(jie)合(he)本地实际,切实做好《规(gui)范》的宣贯培训工作(zuo),使(shi)技术人员(yuan)准确理解《规(gui)范》,合(he)理使(shi)用《规(gui)范》,为交通(tong)安全设施施工质量的不断提升打下良(liang)好基础。
